Any laptop from the last five years that runs a browser will do; stable internet matters more than your processor.

Realistically 8–10 hours a week for the first two months: live sessions, backtesting and journaling. After that, 3–5 hours plus whatever screen time your chosen systems need. Anyone promising competence in fifteen minutes a day is selling you something.
